The only reason hacking is so prevalent is because the system is retarded in the first place. These move checks wouldn't even need to exist if they'd drop the selectively available tutor, egg move, and event bullshit.

Hacked Pokemon are not allowed by Nintendo in the competitive tournaments THEY are hosting, regardless if the stats and stuff are, "legal." If you use Pokemon that were created via a cheating device and they don't find out, you are basically committing fraud.

Did you actually read the OP? You get the Odd Egg in Crystal through normal gameplay, with no cheats. This includes the VC version.
Any of the possible Pokemon you get from that Egg has Dizzy Punch.

It would be like Bank blocking off the Mew you can get in Pokemon Ranch because it comes with Synthesis. And I get the feeling it does block it.
