Here's the problem though, Z-moves benefit already good mons by simply being an option to have, and to take advantage of. Mega-Evos give new life into otherwise shitty mons. Though shit like Mega Gengar/Kangaskhan/Salamence is just outright retarded.
The issue comes into play in that GF introduced this mechanic, but is trying to push Z-moves more, and in some way retconning megas. >Why?
