Are they ultra beasts? The reason I assume this is because their cries have the same metallic clang at the end as the other UBs.

Yes. The Cosmog line and Necrozma are UBs. But they can control the portals and shit, and probably live in the Amala Network instead of a defined world.

palkia, giratina, bronzong and I think one other got special mention in USUM for their abilities
UBs are pokemon that didn't originate from the pokeworld dimension
So Bronzong probably yes, palkia and giratina no

Dex entries suggest that it can open portals to other dimensions and could be from another dimension itself.
Personally I think it's just a Pokémon with the ability to Puddle Jump like the UBs

It's not clear. Game Freak put enough effort into their world-building and lore to clearly define things like this so I don't see why the fans bother.

these are only the pokedex entries, there's plenty of other evidence in the games themselves and iirc someone in game outright calls them UBs
