I always kinda assumed that Erika was supposed to be the Psychic gym leader and Sabrina was supposed to be the gym leader in a town with a Safari Zone, and Koga was just kinda there; things got mixed around though of course.

The psychic leader next to the Dojo makes sense thematically, because the Dojo is much smaller and less important than the type specialists right next door who beat them in type matchups.
I think they just made Erika grass because fighting a Psychic trainer for the fourth gym would have been too much.
