They do complete them, but the realease schedule doesn't allow to publish them, at some point PokeSpe was being print in three different magazines iirc and some had to be released online.
BW2 it's now a direct to volume release. XY and ORAS are complete, but they haven't been collected in a volume. While XY is good as it is, ORAS was a rushed, online-only and free to read release that had so-so art and the story narrative is very off. Plot and art get fixed until volume release which is something ORAS needs badly.
You may have heard that volumes exists for XY and ORAS, but these are actually what people call minivolumes, just compilations of the magazine release with no changes.
Sun and Moon is the corrent arc and it's good so far, it's also being printed on a physical magazine.
Even with the weird storytelling and inconsistent art (and Ruby being an asshole) ORAS is ok to read.
PokeSpe currently is at volume 54, it's close to ending BW2.
