cheat a remoraid encounter in with gameshark on an emulator. i would say all pokemon are viable in any game, they just might take more leveling to beat leaders.

If i remember, its a 1% encounter rate with a good rod so youd have to wait until post-game to use a super rod
i wanted to use one in a recent gold playthrough but i was turned off by the encounter rate and used politoed instead
