The only correct way to interpret what they've told us so far is that they are targeting a 2018 release but are not committed to it. Gen 8 skipping 2018 and releasing in 2019 instead is 100% in the realm of possibility.

It was a list of games you would be interested in playing in the next 12 months, so the inclusion of a Pokemon RPG would suggest more of a 2018 release. However this is not 'explicitly' as OP put it. It's not like the actually stated anything, but it only adds to the current list of clues.

Marshadow wasn't announced "anytime", it was announced in April to coincide with the second Pokemon movie trailer. The first trailer is out in February, and the mythical star of the movie is usually announced together with it because its name appears in the full title of the movie. Marshadow wasn't announced in February last year because the movie wasn't called "I Choose You, Marshadow" or something like that.
