It feels like the story was written first, and then the region was designed around it. If it's true, then that must be why the level design and the games in general are so bad. What a horrible way to develop a video game where exploration and map design is second only to the brand (the Pokémon) itself.

Maybe that could be the case for older games too, hell if I know, but it sure doesn't feel like it.
