I believe they did introduce counterparts that constantly reference each other in lore (Zangoose and Seviper) or have very, very similar designs (Volbeat/Illumise, Plusle/Minun). Lotad/Seedot are counterparts too, but they're closer to Magmar/Electabuzz than fitting into one of the former categories.

They made Salamence and then remembered they need one fore the champion.
Kukui was the first champ equivalent not to use a pseudo, except for Alder who is post game while Dennis fulfills his role in story.

Gen 3 didn't introduce counterparts, those have always been a thing, like Scyther and Pinsir, Clefairy and Jigglypuff, but the Gen 3 duos were a lot more closely tied together, both thematically and, one would assume, genetically. Plusle and Minun, Volbeat and Illumise, they're visually very similar, and each is defined by the other.

They did introduce counterparts but there's nothing special about them. Other gens did the same such as Tauros and Miltank, Heatmor and Durant, Braviary and Mandibuzz, the Hitmons, Passimian and Oranguru, Solosis and Gothitelle, etc.Many of them have similar relations or even stronger than Lotad/Seedot, Zangoose/Seviper, etc

Don't know, but I wish they would do it again. We keep getting Dragon pseudos, I think it's because GF keeps trying hard to push the Dragon=POWER but they fucked that up with Fairy. With two pseudos I think they'd be more willing to experiment with the design.

All of those are either after Gen 3, came up in different games, or haven't been counterparts aside from being version exclusives. The only one I'll concede on is the Hitmons, and even that's iffy since they're not version exclusives and Hitmontop exists.

volcarona should have had a middle form so it didn't have such a late evolution level. being a pseudo would fit too since every champ starting gen 3 uses one of that generation's pseudos with the sole exception of alder (whose signature pokemon is volcarona).
