The bans are effectively decided by one group of people since the council can choose to auto ban things without votes, and the council decides when/what/if any pokemon is even eligible for a ban, so something they want never banned they just have to never put up for a ban, even if the majority of people want it banned. They just threw out their tier based system with the Ambipom fiasco, also tiers are also based on what pokemon they decide to ban. Such as there being like 35 pokemon banned from UU, which is huge, even though they should all be UU by usage, they have effectively made an entirely different metagame than UU should be going by usage. Not all suspects tests ban the pokemon that's being tested. And people may just choose to vote for things that hurt or help their favorite playstyle, whether they're "educated" about what's balanced or not. Like in the suspect test for Hoopa U in Gen 6 all the stall players just said they wanted Hoopa U banned because it hurt stall.
