What the fuck? Are IVs set on roaming legendaries in Gen 3 or something?

its stats are set once it spawned, it'll be the same every time you encounter it from then

I've saved prior to giving the sapphire to Ceilo, which is when I believe it spawns. What, am I just getting the worst luck possible?

I'm afraid that it IS A GLITCH: On every Gen 3 games (except Emerald because they fixed it while developing it) all Roaming Legendaries' IVs are normal in the first encounter, but after it escapes all its IVs (except HP) become 0.

Actually in all Gen 3 games except emerald, roaming pokemons can have 0-31 IV in HP, 0-7 in Attack and all other stats will be 0.
It's because IV of pokemons are saved as a 32bit integer but it only save the last 8 bits for roaming pokemons in those games.
Furthermore, in FRLG, if roaming pokemon leave the battle with roar, they will be gone forever in that save file.
