Characters, events, size of the region, size of places, game flow, difficulty scaling, distribution... all of that has to be adjusted according to the game's style and scope.
You can't just make a small game and later decide to increase its scope, change its progression and just go at it by adding stuff here and there. I mean, yes, you COULD do it instead of planning to do that form the start and work accordingly, but then you would produce an awful game.
And Game Freak seems more than willing to produce that, which is what has me worried.
The alternative isn't better either, because having one year to build the world of a game larger than the last few generations seems doomed to failure.
