Every single roadblock in the game was an NPC telling you they wouldn't allow you to pass until you do something else, and there wasn't even an uniform or powerful reason. It just was.
A literal broken bridge? Sure.
Some weird living thing is in the way? I guess I gotta deal with that.
A fucking river is in my way? I didn't take swimming lessons.
An actual landslide has happened and clearing the way requires time/strength/some rock smashing? It cna't be helped
There's a quarantine? Adults have their reasons.
But when every single one of those is replaced by a Saffron Guard (minus the fresh water thing) it just feels completely arbitrary and supremely lazy. There were no solid arguments to stop your progress, just random restrictions placed on you specifically for no apparent reason.
It was made even worse in BW where the entire region was a fucking straight line with maaaaybe two or three small detours if you were feeling adventurous.
Travelling through Unova didn't feel like an adventure at all, it felt like a Disney World ride where the staff pushed me back every time I tried to get a bit too far ahead..
