Gurren Lagann had the Four Holy Beasts as mecha mooks.
As for OP's question, Torterra is modeled after the world turtle, and Gyarados fits better than Rayquaza because it is blue and looks more like a Chinese Dragon.

Well technically the Azure Dragon of the East could also be the Green Dragon as well. It's called Qinglong in Chinese, and Qing refers to both green and blue.

The fenghuang and dragon are a better match for what Tornadus and Thundurus are than specifically the blue-green dragon of the east and the vermillion bird of the south.
With the four symbols, you have Tornadus and Landorus not exactly matching up with their counterparts, and having a missing slot makes the compass lopsided. Fenghuang and the dragon are a natural pair, just like fujin and raijin are.
The tiger isn’t a part of the pairing, so Landorus sticks out here. But then again, Landorus has always played third wheel, whether it’s being the trio master, or being the inari to the fujin and raijin.
