Just because it wasn't revealed this month doesn't mean the Switch games and Zeraora will be held back in 2019. Marshadow was revealed last April, so Zeraora could have the same fate. Hell, the latest movie is focusing on Lugia with a major scoop of it next month. This could lead into Zeraora or just its role in the movie without Zeraora, but in any case I can't see Zeraora not being in M21.
People in Nintendo are aware that Pokemon games are system sellers, and that they need a strong holiday title for 2018. With three of their major franchises already having received games - Super Mario, Mario Kart, and The Legend of Zelda - Pokemon is the last major franchise left to go. There's no reason for it to be delayed to 2019 especially when we have numerous official sources spell out "2018 or later."
