That's all Ditto will ever be. The problem is the transformation mechanic itself. It needs a hidden ability just to be useful, and even then 5pp for every move means its use will always be terribly limited.
It's only good for revenge kills, and even then it fails against certain Pokemon like Mega Scizor, who just outlasts Impostor Ditto by virtue of resisting its own moves and having a better HP stat.
Not to mention your opponent knows exactly what moves your Ditto will have to work with, every time, which means they can act accordingly, knowing what you'll likely do with it.
Transform is a gimmick, and Pokemon that can only run a gimmick set will never be in the higher tiers.
