Maxie's plan would have actually fulfilled Aqua's intentions because a worldwide draught would have melted the icecaps and also produced torrential rains because of evaporation, effectively flooding the planet. I would have loved if the player could choose to help one faction to beat the other along the story and, in the post game, rectify your mistake by defeating the successful faction that now controls everything.
Also, how great would it have been if both Teams realized they possessed the wrong orb and they have to negociate to exchange them but, as the negociations inevitably fail, the whole region is caught in a war between the two factions which you have to put a stop to by defeating both leaders knowing that they'll have to renegociate because, even though them having the right orbs is dangerous, it's still better than to have the whole region flung into chaos.
Too bad they missed the chance with ORAS.
