They were usually given out by certain stores as a promotional thing back in the day. You can find them for like 10-20 bucks on eBay.

If it's Charizard in particular you want, and not one of the others like the three legendary birds or Pikachu, try a Japanese auction site. It was only released in Japan to celebrate the TCG's overseas release.
