The first thing they do before even programming on the game is finalize the fucking Pokemon, trainers, story and concepts you dumbass, they don't just go "durr lets start making a game with nothing to base it on durr" switch games have been in development since 2015, when Gamefreak got the dev kit for the switch. Starters are finalized, modeled and probably have merch in the making already.
