In most cases, the designers who really "got" the idea/theme/tone of a pokemon (or created the 'mon themselves) were no longer on staff for the later evolution(s), for which the new staff had to do lots of high-pressure, tight-deadline guesswork, resulting in a "loss of communication" somewhere in the evolutionary line.
