First of all no, Japanese do not engage in contact with hardly anybody. Public displays of affection are frowned upon so not even couples. Baths have an unwritten rule that it's forbidden to touch or make contact with others so people sit inches apart out of respect. People don't even hug or kiss when they greet. "Romantic friendships" are almost exclusively a women phenomenon and that said it's mostly a fiction concept. Girls are more affectionate with their girl friends to some degree but boys are raised not so different from the west about how being touchy-feely with other boys is improper and makes you gay.
Second no Japanese men do not act effeminate by default, there are even macho stereotypes associated with Japanese men specially southern men. Effeminate guys and tomboy girls are ok when they are kids because it's seen as immaturity and a phase. You are expected to "mature" and grow out of it to not become a social outcast unless you are gay. Even celebrities who are known to act effeminate in performances like visual key bands back in the 90s are automatically assumed and expected to act like your normal straight dude in everyday life or the fans would criticize them.
