Kanto isn't "more content", it only created the illusion of more content.

Kanto + Johto in Gen 2 is still less content than any later region.

Having both regions made sense in the late 90s when Game Freak thought Pokemania would end with GSC.

It would only be a bad idea to implement multiple regions if they did it now, because everyone would expect multiple regions in every gen from then onwards.
