Nearly all Pokemon games are linear.
The difference is that there are more places to explore back then and not every rooms is a decorated hallway.

Not before Eterna you don't. The progression early on in Sinnoh is pretty shit.

>go up to Jubilife
>go through generic cave
>do another generic cave but it's a mine
>yet another Rock gym first because that hasn't got old yet
>backtrack through one of the caves
>finally go up to Floarama, except there's another cave in the way that looks pretty much the same as the last one
