It's an option though. You can turn it on or off with the flip of a switch. It should please everybody.

Surely there is no downside, whatsoever, to applying Hard Mode as a standard series feature. EVEN IF it were lazy, and all it did was raise every opponent's levels by 5, it would still be a widely cherished move.

Because it was poorly executed. Easy mode and Challenge mode did an average raising/lowering of levels, because GF were either too lazy or didn't have time to play through the game more times to check the levels that would be reasonable. Because of this, on Easy mode you'll not get enough EXP without Audino grinding and on Challenge mode you'll get more than enough. The surface level held items on Challenge mode don't make up for this.
It's possible they knew it was poorly implemented and that's the reason they didn't the key bullshit.
