There’s a couple of logical reasons why Incineroar is now more popular:
1- Decidueye is connected to the most popular gen 7 Pokemon, Rowlet, which in turn, gives it the Rowlet fan votes, that explains why it won a lot
2- the polls are old, human feels and opinions change, it’s not that weird of an idea that somethings pick up popularity after a while
3- following the previous point, Decidueye has been overshadowed by its pre evo since the beginning of the gen, which is helping it lose popularity over time, similar to Empoleon who started strong but ultimately got forgotten in favor of Piplup, on the other hand, Incineroar is pretty much a shillmon at this point, having it in the movie, several different mangas and other media while also being competitively viable effectively helped its popularity quite a lot
So yeah, I wasn’t expected it be that high but I’m not surprised either.
