>>34996946correction: it was called YAPE: yet another pokemon editor, and it lets you easily change pokemon learnsets, evolution methods, stats, etc. it was my most used application because long ago i was gonna make a fire red hack with more pokemon available and updated movesets/stats but i stopped because adding new moves into the code was confusing and i think hacks like that already exist.
i started just by downloading hacking applications, fucking around and watching youtube tutorials where they type the instructions in notepad tho so do that
