Well then, at that point it would be analogous to using an Ice Type move on an Ice Type, wouldn't it?

That would be essentially the equivalent of attacking a Water Type with an Ice move, not the other way around. Attacking an Ice Type with a Water move would be like pouring a glass of water on snow.

Not relevant. Trainers aren't battling in exteremly specific conditions like that.
There literally is no rational reason for which Ice would resist water.
