All of Ice's strengths are accessible by non-Ice types, without having to suffer any of its weaknesses. The type is fundamentally broken, since Ice types would be better off as anything else. The exception being shit that dies in one hit anyway, which is boring garbage that anyone can and has suggested a million times. Other than altering the type itself, the only real way you could fix it is probably limiting move distribution, but that's only getting wider all the time, so it seems unlikely

Ice doesn't hold up in raw bulk. A smart defensive Ice type would probably have ridiculous utility instead of ridiculous defenses like Avalugg or Aurorus
