Archie and Maxie are each trying to revive this power by their own means because as the sea is the origin of life it should make lifeforms more powerful or some shit. Magma side wasn't explained but fire in Japanese folklore is a symbol of purification, and volcanic soil is very fertile so that was probably their reasoning.
In ORAS
when they come back from the disortion world to save the earth from the meteorite they manage to use the orbs to finally restore the power Groudon and Kyogre had two thousand years ago (Primals) and use it to stop the meteor. They wanted really hard to save the planet like the turbo-hippies tree huggers they were.

>>35009988 this happens after they were posessed by Groudon and Kyogre, turning them insane because they are as destructive and aggressive as their game counterparts. Archie was always an asshole who got rid of his underlings and admins after they stopped being useful tho, but he seems to have gotten a lot worse
to the point that he changes his goal in the Emerald arc to expanding the sea and drown everyone just because Kyogre made him "realize"
the true power of the sea and goes as far as to kill Maxie for it.
