Gen 2 starters are a bit bland design and to some extent game play wise. But Feraligatr and to some extent Typhlosion are the only ones worth the mentioning. Meganium was just a goal mistake and trash. It has blandest and uninspired design, shittiest move pool for a grass type, horrid stat distribution, and isn't even a worth while pick for its home region.
Gen 3 is pretty middle of the road for me, there's none that particularlly dislike, but there's also none that I do like. Sceptile being a bias choice because it was my first Hoenn starter, Blaziken is a cool concept and design, and Swampert is just.... there.
Gen 4 is probably the same as Gen 3. But with Infernape being the obvious high end of the trio imo. It has sleek and kick ads design, it's good in-game, and a pretty unique Pokemon all together. Torterra has a great concept with a pretty good execution. Empoleon, while I do have an issue with its anatomy, is still pretty workable and cool.
