Well, almost everyone I think. Maybe Ghetsis was the one who came closest, both in BW1 and BW2.

Arguably aqua and magma. They just immediately regretted it afterward. Cyrus' goals were different from the rest of the team and even then Giratina shows up to fuck over their plans.
Old Plasma was a button press from releasing everything from the PC system, but they were waiting on N's decree.
One Lusamine got to stick her head up a jellyfish's ass.
The other Lusamine got to meet her husband again.

Galactic might’ve won if the goal wasn’t hidden from the entire team and they all share the same thoughts. Instead it’s just Cyrus being a dick. Then I guess it’s Team Rocket because they’re actually criminals.

Plasma, Aqua/Magma, Galactic. The first in the list pretty much was about to succeed until you took the title away at the last second, Aqua/Magma actually woke their legends up and would’ve won (until Groudon/Kyogre go all the over bounds and fuck everything up), and Cyrus was in the process of winning until Deus Ex Giratina appears.
