Rio and Sao Paulo are too much of messed up places with violence to be honor a region based on brazil, there are better and more beautiful places to take inspiration, the north, west or southeast , even south.. too bad these regions aren't that known overseas like RJ and SP... the evil team should be politicians or something, referrencing brazil's high level of corruption in the government, and there are some cool folklore creatures to inspire legendary pokémon
