Literally the only time you're using it is against opposing priority, and maybe the odd time some crazy bastard brings an Avalugg where it doesn't belong. The rest of the time Icicle Spear does the same work better.
It is an improvement over Ice Shard, as has been said, but that's really all it does.

It can't get past steel. It's RU, which is saying more than it used to, but that's still not great.
