Tapu Bulu has 0 reason to run a Fairy move over its Terrain boosted Grass moves. Even a double resisted Wood Hammer does around the same damage as an SE Play Rough.

If bulu had play rough it wouldn't even run it.
It's hard pressed for moveslots as is and playrough doesn't hit anything wood hammer or horn leech doesn't.

Play Rough hits nothing that Bulu doesn't already hit with its STABs (Wood Hammer and Horn Leech), or its coverage moves (Superpower and Stone Edge)

The only Fairy move Bulu would ever run anyway is Nature's Madness
