Fucking give him an unique ability that either boosts punching moves as well giving them priority or make them hit twice. He'll still be shit but at least he will be unique shit.

focus punch is -3 priority, increasing it by 1 would make it act ahead of beak blast, shell trap, and other FPs, but still behind everything else with -1 or better
