Rowlet is a starter caught by ash. And every single ash mons gets at least a focus episode. And Rowlet being a starter makes it mandatory. Rotom is the actual Comedy relief pokemon that can't evolve in this gen, and I know you can't disagree with that. And even that didn't stop him from getting two focus episodes dedicated to him. Hek, even Oshawott had tons of focus episodes that developed it and confirmed it to being a comedy relief Mon. But Rowlet has nothing like that. It only acts comedic when necessary, in filler or non serious episodes. "like every other character in this comedic show." It's cute, that's what gives people the Comedic pokemon impressions. And the rest of time it's asleep (because it's an owl) or a full on battler. But unlike Oshawott, Piplup, Chespin, and Rotom, who had focus episodes and arcs that established them as comedy relief mons, Rowlet doesn't have a focus episode or arc or any development, it still knows only three moves after 65 episodes passed. They're hiding a big focus episode for it. You can't just leave a pokemon on the side lines this long and not be hiding a big secret about it. Especially when it's a starter caught by ash. Plus it's still been hinted to evolve.
