Across all media. To my knowledge not a single official game thing has actually depicted the pants as being a singular pant. They're always like...I don't know, is there even a name for a thigh high that goes up to the top of the leg and stops? A crotch high? A hip high? Even worse, the Mega is sometimes depicted as genuinely having one cohesive pair of pants. Making normal Medicham's pants that much more suspect. The fact that they're fixed for the Mega but not on the original, brings more attention to them in my opinion. I thought for awhile that they finally fixed it with the 3d sprites, but they actually didn't. If you look at the 3d sprite for Medicham they're still clearly two separate pant legs with no connection in the middle.
Medicham is wearing two pant legs that don't connect, basically. A pair of crotchless harem pants. You know, for fighting!
