Yeah they've done that multiple times too.

Especially if the games aren't being announced soon or released this year, it could just use a Z-Move or something and not evolve at all

Yes, I very much do. I've wanted those two for a long time. Imagine my disappointment in gen 6 when there was only Sylveon even though a dragon evolution would've made a nice pair with it.

Yes. The only pure Flying-type in the game is a Legendary Pokemon.

We also need an Aerilate user that is not a Mega Evolution. Sylveon got Pixilate; the Flying-type Eeveelution should have Aerilate.

All the current Eeveelutions (besides Sylveon, who is a special case) have types that were Special types before Gen IV's Physical/Special Split: Fire, Water, Electric, Grass, Ice, Psychic and Dark. Fairy was obviously added after this but I think that we can all agree that given the nature of the type, it would have been a Special type had it been introduced before Gen IV. Meanwhile, we've now got an Eeveelution for every single Special type except Dragon.

With what we have now.... we have half the types. So I'd prefer a region form of Eevee.

E.g.
Eevee => Fighting
Vaporeon => Dragon
Flareon => Rock
Jolteon => Steel
Espeon => Ghost
Umbreon => Poison
Leafeon => Ground
Glacion => Bug
Sylveon => Flying

That would give an Eeveelution of every type without ultramegaspecialnew ways of evolving it. (I'd also have the rock evos be with the stones.)
