For Ash, it shows how much he cares about what Serena thinks of him; he'said mouthed off to Misty and Iris before, but rarely did he ever apologize (and one of the main times he did, it was because Cilan basically walked him through it). When she leaves upset, he realizes that he upset her and goes to fix the problem so he can apologize to her.
It's a good scene because it's not played for ship-tease, it's played for the growth and development of the characters.
