Why did the Aether Foundation pour millions into R&D of Beast Balls instead of just buying Master Balls from Silph?

I really, really, really wish they made an Alola form Electrode that looked like a Beast ball near the Aether foundation. One of the biggest missed opportunities of those games, and that's saying a lot. I really wish they made more Alola forms.

Also, Beast balls look a shitload cooler than Master Balls.

They should've made UBs only catchable with Beast Balls and nothing else. And Beast Balls should completely fail when used on regular Pokemon. The only Pokemon compatible with both Beast Balls and regular balls would be Necrozma and the Cosmog family to maintain the ambiguity.

This. But I don't know if the would be able to make a bussiness with selling Beast Balls, because they only are efficient catching a very specific type of pokemon that isn't acessable to most people.
