According to the in-game code:

>legendary: mewtwo, lugia, ho-oh, kyogre, groudon, rayquaza, dialga, palkia, giratina, reshiram, zekrom, kyurem, xerneas, yveltal, zygarde, cosmog, cosmoem, solgaleo, lunala, necrozma

According to TPCI:
>legendary: all members of the sub-legendary category (except the ultra beasts) and all members of the legendary category (except the mythicals)
>mythical: same as above
If you follow the game code, then mythicals are legendaries but Ultra Beasts aren't (and by extension neither are any officially confirmed legendaries allowed in battle facilities, which I doubt anyone would agree too). If you follow TPCI, then mythicals aren't legendaries, and neither are Ultra Beasts. There is no classification scheme where Ultra Beasts are considered legendaries, end of fucking story.
