With the recent release of VC Crystal and shiny Celebi finally being made available, Victini has become the oldest Pokemon with an unavailable shiny.
Why aren't they releasing it?

No one has gotten the legit shiny living dex yet, so they haven't activated the ingame event that gives you shiny pokemon #0.
