I thought maybe it changed tracks out of paranoia about the Switch but that makes more sense.
There are hints that S/M were meant to be on the Switch like the Pokédex which has always been based on the system. There is no wide, single screen tablet in the 3DS family but that's precisely what the Switch is. The nigh lack of dual screen features which otherwise felt tacked on is another example.
Maybe they were under the impression the Switch was to release in time but late into development they were made aware it wasn't and they were forced to port back to the 3DS which makes sense with them then admittedly having to rush things like trials in last minute.
