If you go through the proper Starting Trainer Institutions (through a prof. reference), you get a choice of starters provided by the Region government.
If you're from a more rural area or such, you have the option of bringing your own pokemon (whether hatched, caught, passed down) and obtain your trainer ID that way. Pokedex can be purchased from the prof.
