His character and motivations made sense with his upbringing, and his reduced but still important role in the sequel worked well in giving him an ending.
Lillie is pretty good too, she has a solid character arc that establishes, deals with and resolves her conflicts and gives her growth. Her downside is an overbearing presence that bogs down gameplay, if she were more out-of-the-way like N she would have topped the list.
AZ probably has the best foundation out of all of them. His lore, design and how he ties into the history of the world is all top-notch. However, if Lillie suffers from too much presence, then AZ suffers from too little presence. Out of the four times you encounter him in the game, only two have any significant meaning, and only one has any emotional impact. Despite the strong ending, you don't really get to know AZ as a person in modern times, almost everything you learn about him deals with his past. He feels incomplete as a character because of that.
Zinnia is last because of glaring story flaws that ruins her character, namely a lack of consequence for very serious actions. She's supposed to mean well, but comes across as rash, stubborn, rude, overconfident while ignorant and unwilling to listen to reason. She quite literally lucked out with you, the player, being on hand, because without you she would have doomed everyone. She also stole, tresspassed, destroyed property, got into fights and injured people just because she thinks its for the right reasons. The lore of her people is cool and I'm not hung up on the multiverse like others are but out of the four characters, she's easily dead last.
