Because
1. its walled completely by poisons, fires, and steels. Needs to be
2. Needs to set up AT LEAST one calm mind to do any significant damage even with life orb
3. has low base HP, so even neutral physical hits will murder it quickly

Its still fun to use and breddy gud tho because of its gimmicks
