Besides Misty she's one of the oldest girls of the franchise and has a decade head start over a lot of the girls who came after her. People had decades more time to draw her than some later girls. Between that and her character being popular and her design...it's expected.
I do think there's a lot of art from 2003-2005 that's sadly lost to time, because they were posted on old Japanese fansites that no longer exist. Unless people saved those images they're hard to find now, it's easy to forget AG pre-dated pixiv and social media...
