Considering they don't even show toilets, etc, there's no reason to assume it's a problem the show cares about. You can come up with your own speculation for what she does during that time of the month. She is after all a cartoon character wearing the same thing each episode, I can only assume she's without panties if she's seen frequently not wearing them.
In HS I actually knew a girl who didn't wear underwear. I have no idea what she did during "that time", I suspect she wore her P.E. clothes or something underneath her skirt as a substitute but still don't know. Are you an expert on this subject?
