Mega Rayquaza was overcentralizing in ubers because it came down to who could fuck who the hardest with their mega fug, and if you didn't have mega fug you were SOL.
You can easily win without Landorus-T, nor do you have to include some otherwise niche counter on your team just to deal with it. You have lots of options to use against it, you're not fucked just for not using it, therefor it's not banworthy.
