Decidueye can actually use it for leaf blade and sucker punch. I feel like abilities like flame body, moves like kings shield and rocky helmet are more likely to happen than Decidueye being in overgrow range. And you dont always want to use your ghost moves

its not THAT good, but can be useable

The only Rocky Helmet and Rough Skin users in RU are Chesnaught and Druddigon, two things Decidueye doesn't want to face.
Also you won't be using Leaf Blade against Aegislash or Fire-Types and Spirit Shackle doesn't make contact.

Overgrow is more likely to proc than long reach in tiers without druddigon, ferrothorn, Garchomp, lando-t or aegislash
Is decidueye in ou? No.
Is it in NU? Very soon, it's on the verge of dropping
Until then overgrow is better

They decided they'd make the fire starter the most viable of the three that were introduced on the current gen Greninja, and Contrary Serperior in a way. They need to make another grass starter that holds up in competitive, both in singles and doubles, right now there's just Venusaur.
